This usually occurs when the ISP filters the content of the web pages. Instances like this are predominant in places such as Saudi Arabia. The IP address used in Step 2 is blocked from your ISP. Despite the diagnostics failure of Step 2 for users in Saudi Arabia, Propel Accelerator should still work. You should see the arrows moving back and forth on the Propel icon when you surf to different web sites.
